"Climate change will hit regional communities particularly hard because of the impacts on agricultural productivity," he said.

"In fact by 2030, about $19-billion could be lost due to loss of agriculture and labour productivity in general."

Mr Steffen said climate change will impact the future of the agricultural industry.

"The Murray Darling Basin is already experiencing decreasing rainfall," he said.

"That is projected to get even worse, and that means that irrigated crops such as cotton and rice will see a very sharp decline in the future."
